At its July meeting, the State Board heard updates and took action on the following items:
Election of State Board Officers The State Board elected Kathy Goldenberg as president and Andrew Mulvihill as vice president. Ms. Goldenberg is a former local school board member from Moorestown. This will be the fourth term for each in their respective positions.
Certification of School Districts The State Board reviewed and approved the recommendations of the Commissioner concerning the certification of school districts under the New Jersey Quality Single Accountability Continuum process. NJQSAC is the state education department’s monitoring and district self-evaluation system for public school districts. The system shifts the monitoring and evaluation focus from compliance to assistance, capacity-building and improvement. It is a single comprehensive accountability system that consolidates and incorporates the monitoring requirements of applicable state laws and programs and complements federally required improvements. The system focuses on monitoring and evaluating school districts in five key components that, based on research, have been identified to be key factors in effective school districts. These components are Instruction & Program, Fiscal, Governance, Operations, and Personnel. A district may receive a maximum of 100 points in each of the District Performance Review (DPR) areas. A district must score at least 80 points (80%) in each DPR area to be recommended for certification as a high-performing district to the State Board of Education. If a district scores below 80% in any of the DPR areas, it will be marked as in “interim status.” The NJDOE will then work collaboratively with the district in the identified area(s) to help increase performance through a District Improvement Plan and subsequent interim reviews.
