The U.S. Department of Education recently released its 2023 Annual Performance Report data submitted by Elementary and Secondary School Emergency Relief Fund, Higher Education Emergency Relief Fund, Emergency Assistance to Non-Public Schools Fund, and Governor’s Emergency Education Relief fund grantees. These data document how schools and institutions of higher education served their students impacted by the pandemic by addressing their academic, health, social-emotional and financial needs throughout 2023.

Additionally, the USDOE has published an ESSER data summary report titled, Elementary and Secondary School Emergency Relief Fund Fiscal Year 2023 Annual Performance Report, to the Educational Stabilization Fund Public Transparency Portal. Generally, the report summarizes how much money was invested by states and school districts and the broad uses of those funds throughout fiscal year 2023. This report, like the APRs remitted before this year, details four categories of fund use: 1) meeting students’ academic, social, emotional, and other needs (excluding mental health supports); 2) physical health and safety; 3) mental health; and 4) operational continuity. Within some of these categories, the report provides additional information on key, specific areas of spending such as providing tutoring, offering out-of-school programming, making facility upgrades, stabilizing the educator workforce, and hiring staff to support student mental health.
